Most countries have armies or constituted armies in order for them to be able to defend an aggression from the outside. This is precisely the reason why smaller countries have smaller armies, in most cases.
However when armies are constituted on the basis of hatred towards another country and with an intention to be an aggressor than defender, they grow up to become huge organisations of insurmountable strengths that, when they are not busy troubling neighbor countries, turn rogue and try to take things into their control wanting to run a show of their own. After all, they are large and powerful enough to be feared within the borders of their country.
This is precisely the case of Pakistan that is having to face this menace of revolts from the military every so often that the civilian administration would have to, in most cases, take the army's view into consideration on issues relating to the running of the country. Being how strong and powerful they are, the army would not budge easily on issues that aimed at undermining or would undermine their role in the 'running of the affairs' of the country.
And this is when objections like these crop up and logic takes back seat. Pakistan army's vehemence in opposing Kerry-Lugar Bill hence, is only for the above reasons.
